Prospective suppliers should self-register on the CSD website www. ***. *. * a business is registered on the database and it is found subsequently that false or incorrect information has been supplied, then the department may, without prejudice to any other legal rights or remedies it may have cancel a bid or a contract awarded to such supplier. If the supplier is not registered at the closing time of bid, the supplier will be disqualified at the bid evaluation process.

Bidding documents must not be included in packages containing samples. Such bids may be rejected as being invalid.

Failure to provide or comply with any of the above particulars may render the bid invalid. If the supplier is not registered at the closing time of bid, the supplier will be disqualified at the bid evaluation process. Incorrect or outdated information on the Central Supplier Database may be a cause for disqualification of this bid from the bidding process, and/or possible cancellation of the contract that may be awarded on the basis of this bid.

The survey must be completed within 7 working days from the time that the service provider is awarded the contract, and a formal written overall report must be submitted to the SBM Development Services Senior Manager within 21 days of the survey being conducted.

Quotations will be evaluated in terms of the 80/20 preference point system, considering price and specific goals such as B-BBEE status level contribution and locality.

The service provider must have at least 2 to 3 years of relevant previous experience with contactable references and a formal tertiary qualification (diploma or degree) in Human Resource Management or Data Collection Management. Experience in working with homeless people or substance abuse field is also required.

The bid of any bidder may be rejected if that bidder, or any of its directors, has abused the municipality's supply chain management system, been convicted for fraud or corruption, willfully neglected to comply with any public sector contract, or been listed in the register for tender defaulters.
