The bid notice specifies different closing dates for the items. For **** and ****, the closing date is 15 May 2026. For ****, the closing date is 29 April 2026. All submissions are due by 12:00 PM on the specified closing date.

The bid notice states that enders will be evaluated and adjudicated in line with the supply chain management policy of the municipality using an 80/20 preference points system.

The bid notice states that it is a prerequisite of the municipality that all service providers are to be registered on the national treasury central supplier database csd and include in their bids, the tax clearance certicate or their master registration number or tax compliance status pin to enable the municipality to verify the bidders tax compliance status.

The bid documents must be placed in the bid box no later than 12:00 on the closing dates indicated for each tender.

Cash and EFT payments will be accepted and must be made payable to Thembisile Hani Local Municipality only for hard copy tender documents. The price per document is R1 ****.

A preferential point system shall apply whereby a contract will be allocated to a bidder in accordance with the Preferential Procurement Policy Framework Act, Act No 5 of **** and as defined in the conditions of tender in the tender document, read in conjunction with the Supply Chain Management Policy of Thembisile Hani Local Municipality and the Preferential Procurement Regulations of 2022 where 80/20 points system will be applied wherein 80 points are for price and 20 for specific goals.

No awards will be made to a person who is in the service of the state, if that person is not a natural person, of which any director, manager, principal shareholder or stakeholder is a person in the service of state, and or who is an advisor or consultant contracted with the municipality or municipal entity.

The bid notice states he closing date for the submission of bids is 24 february 2026 not later than 11h00 am before midday.

Payments will be made within 30 days from date of invoice.

The contract will be awarded to the bidder scoring the highest points unless an objective criterion justifies the award of the tender to a bidder other than the highest scoring bidder.

Bidders must ensure compliance with their tax obligations.

Enquiries in relation to this rfp will not be entertained after 19 february 2026.
