Proposals are invited for a panel of service providers for marketing, communication, and advertising services for departmental events and campaigns for three years. Bidders must submit proposals for one or a combination of three categories: advertising media buying, communication/public relations, and marketing creative services. Mandatory requirements include completed SBD1 and SBD4 forms, and bidders must submit samples of work. A minimum of 60 points is required to proceed to the next evaluation stage. The closing date for bids is July 27, 2026, at 11:00 AM.
Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted for consideration. The closing time and date is 11:00 on 27 July 2026.
The method and conditions of payment to be made to the supplier under this contract shall be specified in SCC. Payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.
The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials. This warranty shall remain valid for twelve 12 months after the goods have been delivered and accepted.
The bid must score a minimum of 60 points to proceed to the next stage of evaluation. Points are awarded for functionality (methodology, approach, workplan) and company experience.
Bidders must submit detailed information of their experience in the relevant trade together with present contracts. Minimum of three CVs detailing exposure in the field of marketing communication and advertising of the project teams must be attached.
Subject to GCC clause 25, if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services.
Bidders must submit samples/examples of work for the category they are bidding.
A false declaration will result in disqualification. Failure to provide or comply with any of the particulars in the bid submission requirements may render the bid invalid.
