The evaluation criteria will be done in three phases: 1. Phase 1: SCM Administrative Compliance, 2. Phase 2: Mandatory Technical Requirements, 3. Phase 3: Price and Preference.

The key professional must be registered as a professional land surveyor with the South African Geomatics Council (SAGC) and demonstrate land surveying experience particularly in dealing with building construction, with at least two years post-registration experience.

Bidding documents must not be included in packages containing samples. Such bids may be rejected as being invalid.

Failure to provide or comply with particulars may render the bid invalid. Non-attendance at the official briefing meeting will lead to disqualification. Incorrect or outdated information on the Central Supplier Database may be a cause for disqualification.

Tenders must be deposited not later than 12h00 on 26 August 2026.

Value for money will be the key determinant of appointment.

All bids will be subjected to a prequalification and will be required to achieve a minimum of 70 points for functionality.

Failure to submit mandatory documents will lead to bids being deemed to be non-responsive.

Submissions must be made by 30 July 2026, closing time 16:00 PM.

Quotations will be evaluated on the 80/20 point scoring system. 80 points will be allocated to price and the remaining 20 points for specific goals.

Suppliers must be registered on the Central Supplier Database (CSD). Minimum key personnel required: 1 x Professional Land Surveyor with 4-5 years experience, and 1 x Surveyor with 3-4 years experience. Company must have completed at least two relevant projects.

Failure to include all applicable taxes on quotation will lead to disqualification. Quotations received after closing date and time will not be accepted.
