Engineering Management Tenders

The tender will be awarded based on a combination of price and specific goals, utilizing either the 80/20 or 90/10 preference point system as indicated in the tender documents. The specific goals include points for entities owned by black people and women.

Tenderers must submit detailed information on the experience of key personnel, proposed organization and staffing, plant and equipment, quality assurance and environmental management systems, method statement, preliminary programme, registration certificates, VAT registration, proposed subcontractors, financial standing (including a bank rating or details), and a health and safety declaration. Proof of compliance with the National Industrial Participation (NIP) programme and relevant preference point claims must also be provided.

The tenderer confirms that they will be liable for any penalties that may be applied by the purchaser in terms of the regulations for failure to comply with the provisions of the Occupational Health and Safety Act and its regulations.

Failure to complete forms properly, not having necessary plant and equipment resources, not providing required financial information, fraudulent claims for preference points, or failure to comply with health and safety regulations can prejudice or lead to the rejection of the tender.

The bid submission deadline is 04 June 2026 at 11:00 AM.

The NDOH will make payments when all ordered goods and services are received in good and acceptable condition, verified for quantity, all relevant documentation is submitted, and the delivery is signed off by NDOH. The NDOH will make payment for work done.

The quotation will be evaluated in two phases covering compliance and price, using the 80/20 preference point system.

Bidders must have completed at least three civil projects of any value and be registered with the CIDB as a grade 2 CE or higher in civil engineering CE class of works.

In the event of a contract being awarded as a result of points claimed, the contractor may be required to furnish documentary proof. If the BBBEE status level of contributor has been claimed or obtained on a fraudulent basis or any of the conditions of contract have not been fulfilled, the purchaser may disqualify the person, recover costs, cancel the contract, and/or recommend restriction from obtaining business from any organ of state.

There are no briefing sessions scheduled for this tender.

The bid notice does not mention the submission of samples.

Bids that are suspicious will be reported to the competition commission for investigation and possible imposition of administrative penalties. Bids may also be reported to the national prosecuting authority for criminal investigation and may be restricted from conducting business with the public sector for a period not exceeding ten 10 years. Failure to meet mandatory requirements will result in immediate disqualification.
