The SABC's standard payment terms are 60 days from the date of invoice.

If there are any defects arising from failure of goods to meet the specifications within the period specified in the contract, the bidder shall replace the defective items at his expense or shall refund the SABC such costs as the SABC may incur in replacing such defective item.

Responses will be evaluated using a predetermined set of evaluation criteria. The tender submission will be functionally evaluated out of 105 points, with a threshold of 85 points. Bidders not meeting the minimum threshold will be disqualified. The SABC does not bind itself to accept the lowest or any bid.

Mandatory requirements include proof of CIDB grading (a minimum of CIDB 4 GB grading) and proof of valid registration with the Engineering Council of South Africa for a professional civil or structural engineer or professional technologist.

If bidders purport to withdraw their bids within the period for which they have agreed that their bid shall remain open for acceptance, or fails to enter into a written contract when called upon to do so, or fails to accept an order in terms of the bid, the SABC may, without prejudice to any other legal remedy which it may have, recover from the defaulting bidders any additional expense it has incurred.

The closing time for clarification of queries is 3 three days before the deadline for bid proposal submission.

Noncompliance with mandatory requirements will result in disqualification. Failure to comply with the required technical specification will result in disqualification. Any proposal that does not conform fully to the instructions and requirements in this RFP will be disqualified.

Responses should be submitted via email by 24 July 2026 at 11:00 am. o late submissions will be accepted.

The SABS will not make an upfront or advance payment. Payment will only be made in accordance to the delivery of service or goods that will be agreed upon by the SABS and the successful bidder.

The evaluation will be based on the 80/20 preference points system. only bidders who meet the specified requirements will be evaluated further on **** preference points system of 2022.

Mandatory requirements include CIDB grading 1 SK, valid COIDA, 3 certified contactable reference letters not older than 3 years, and a company profile indicating 3 years of experience in road marking.

Contacting any other SABS personnel or canvassing may lead to disqualification. bibbers must not contact any other sabs personnel regarding this rfq, as it may lead to the bidders disqualification.

Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted for consideration.

Payment will be made within 30 days after receipt of an invoice accompanied by the delivery note.

Bidders must ensure compliance with their tax obligations and provide their unique personal identification number (PIN) issued by SARS. Foreign suppliers must complete a pre-award questionnaire.

The bid of any bidder may be rejected if that bidder, or any of its directors have abused the municipality’s supply chain management system, been convicted for fraud or corruption, willfully neglected to comply with any public sector contract, or been listed in the register for tender defaulters.
