Bidders are required to submit their SARS PIN for tax compliance verification. Functionality evaluation criteria include company track record, company experience, area size, contract manager qualifications and experience, irrigation technician qualifications and experience, and health and safety officer qualifications and experience. A minimum threshold of 62 points out of 100 must be achieved for functionality. The price and preference evaluation will be based on an 80/20 system, with points awarded for price and specific goals such as BBBEE status level, black youth majority-owned entities, black women majority-owned entities, and companies majority-owned by people with disabilities. Objective criteria may also be used for award. Bidders must provide proof for preference points claimed. Mandatory administrative criteria include CIDB contractor grading and proof of company registration with the landscaping association.
The bid response documents must be deposited in the bid box by Thursday, 21st May 2026, at 14:00 South African time.
The bid will be awarded based on a combination of price and preference points (80/20 system), with functionality also being a key evaluation criterion. The tender must be awarded to the bidder who scores the highest points, unless objective criteria justify awarding to another bidder.
