Bids not complying with requirements, fronting for other entities, late submissions, and failure to disclose conflicts of interest will lead to disqualification. The received quotations will be evaluated using the 80/20 system, with 80 points for price and 20 for specific goals. Functionality will be scored at a maximum of 100 points whereby the bidder must obtain a minimum of 70 points to qualify for the financial evaluation.

Bidders must submit all compulsory returnable documents, including duly signed SBD forms, a full CSD report, and ICSAISA ISP Association of SA certification or OEM certification or partnership certification for the telephones. For functionality scoring, reference letters, project resource plan, project risk management plan, project management certification, and project management plan are required. Bidders must also provide qualifications and CVs of resources, including valid project management certification and NQF level 6 or higher in the relevant field (Information Technology), and valid product or vendor certificates.
