The closing date for the receipt of tenders is 09 July 2026, at 12:00.

Bids will be evaluated using method 2: compliance to mandatory requirements and returnables, functionality assessment, and evaluation for price and preference points. The 80/20 price and specific goals point system will be applicable.

Prospective suppliers must be registered on CSD prior to submitting bids. Bidders must be in good standing with SARS and not have municipal rates in arrears for more than 90 days. Specific technical requirements include a valid letter of good standing, valid ICASA ECS and ECNS license, ISP membership, and valid ISO ****, **** certificates.

If a preference was obtained fraudulently or specified goals are not attained, penalties may include contract cancellation, financial penalties, or restriction from obtaining business with the municipality for 5 years.

There is no compulsory site meeting for this bid.

Failure to submit mandatory returnable documents, late bids, bids not clearly marked, bids not submitted on provided documentation, bids completed in erasable ink, bids from persons in the service of the state, or those with municipal rates in arrears for more than 90 days may lead to disqualification.

All tenderers must be registered on the municipality's suppliers database. he municipality reserves the right not to consider the tenders of tenderers not registered on the nelson mandela bay municipality's suppliers database.

Attendance at a prescribed compulsory site meeting or briefing session is mandatory. a bid from a prospective bidder who did not attend a prescribed compulsory site meeting or briefing session referred to in subparagraph iii will not be considered.

Payment of fees will be made within 30 days of receipt of a duly completed VAT invoice, less applicable financial penalties and disputed amounts, provided the invoice is accurate and meets the agreement's requirements.

The service provider warrants that it has the necessary expertise and qualifications, will render services professionally and ethically, will take reasonable care of CIDB's property, and complies with all reasonable requests from CIDB.

The service provider must have the necessary experience, capacity, and knowledge in providing the required services.

Penalties may be deducted from fees for service level failures, calculated daily using the current prime interest rate until corrected or the agreement is terminated. The CIDB must first notify the service provider in writing of the non-performance and intention to impose a penalty.

Failure to comply with tax compliance, B-BBEE requirements, or change in control without notification may lead to termination of the agreement.

Postbank shall not make upfront payment. Payments will be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.

The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials. This warranty shall remain valid for twelve 12 months after the goods have been delivered to and accepted at the final destination.

The bid will be evaluated based on the 80/20 PPPFA principle, with 80 points for price and 20 points for specific goals.

Bidders must provide proof of being a licensed mobile network operator (MNO) or an authorised network service provider within South Africa. Bidders must also ensure compliance with their tax obligations and submit their unique personal identification number (PIN) issued by SARS.

Subject to GCC clause 25, if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services.

Bidders may be disqualified for misrepresentation of information or conflict of interest. Late bids will not be accepted. Failure to comply with mandatory criteria will result in disqualification.
