Prospective suppliers must be registered on CSD prior to submitting bids. Bidders must be in good standing with SARS and not have municipal rates in arrears for more than 90 days. Specific technical requirements include a valid letter of good standing, valid ICASA ECS and ECNS license, ISP membership, and valid ISO ****, **** certificates.
If a preference was obtained fraudulently or specified goals are not attained, penalties may include contract cancellation, financial penalties, or restriction from obtaining business with the municipality for 5 years.

Failure to submit mandatory returnable documents, late bids, bids not clearly marked, bids not submitted on provided documentation, bids completed in erasable ink, bids from persons in the service of the state, or those with municipal rates in arrears for more than 90 days may lead to disqualification.
