Weekend Rental Tenders

The tender is for a bus service to transport school children and teachers from February 2nd to March 8th, 2026, excluding weekends. Bids must be submitted by January 26, 2026, at 11:00 AM. The service includes transporting children to various locations within the Garden Route National Park. The evaluation will be based on an 80/20 preference point system, with 80 points for price and 20 for specific goals. The lead time for delivery of goods must not exceed three 03 days after the placement of an official purchase order.

Bidders must submit their bids on the official forms provided by the municipality, not retyped or online. Late bids will not be accepted. The bid is subject to the preferential procurement policy framework act and the preferential procurement regulations, 2022, the general conditions of contract (GCC), and any other special conditions of contract. Bidders must comply with their tax obligations and submit a tax compliance status PIN issued by SARS. Foreign suppliers must complete a pre-award questionnaire. The successful bidder will be required to fill in and sign a written contract form. The lease period is 3 years. Compulsory items to be sold at the tuck shop are specified. The lessee is not authorized to sublet or transfer the tuck shop. All bids must be submitted in handwriting in non-erasable black or blue ink on the official forms. The prices must include all costs of bringing the service to the council, without any hidden costs. The rate shall remain fixed for the duration of the financial year. Bidders must indicate if they are registered VAT vendors. The tender must be valid up to 90 days after the closing date. No faxes or emails will be accepted. Only the supplied municipal tender form may be used. A tax compliance status PIN issued by the South African Revenue Service (SARS) must be submitted with the tender. The 80/20 scoring system will be used. The tenderer must ensure that his/her bid document is securely bound. All supporting documents must be submitted by either stapling it to the relevant form in the bid document, or by submitting a bound annexure containing all supporting documents. The municipality will not take any responsibility for missing or lost pages. The tender must be completed in non-erasable handwritten ink. A valid tax clearance certificate and/or PIN must be submitted. An incomplete pricing schedule or bill of quantities will invalidate the bid. A form of offer not signed in non-erasable ink will invalidate the bid. Bid submissions with material alterations or corrections not in compliance with the specified guidelines will be rejected. The municipality may request additional information or clarification of tenders in writing.
