The South African Civil Aviation Authority (SACAA) is seeking bids for cyber security monitoring and managed detection and response (MDR) services for a period of three years. The services will leverage existing Trend Micro cybersecurity ecosystem and operate under a Cyber Risk Operations Center (CROC) model. Key components include 24/7 monitoring, threat detection, investigation, incident response support, and platform administration by local personnel. Bids are due by June 24, 2026, at 11:00 AM. Mandatory documents, technical proposals, and pricing schedules must be submitted separately. Evaluation will be based on administrative compliance, technical functionality (minimum 70 points required), price, and specific goals (BBBEE status).
Bids must be deposited in the bid box by no later than 11:00 AM on 24 June 2026.
Payments shall be made promptly by the client, but in no case later than thirty 30 days after submission of an invoice or claim by the service provider.
The service provider warrants that all services rendered shall have no defect, arising from design, materials, or workmanship, except when the design and/or material is required by the client's specifications. This warranty shall remain valid for twelve 12 months after the service has been delivered and accepted.
Bidders will be evaluated based on a combination of price and specific goals, utilizing an 80/20 preference point system. A minimum of 70 points is required for technical functionality.
Prospective bidders must be registered on the Central Supplier Database (CSD) prior to submitting bids. They must also submit a completed SBD1, SBD3, SBD4, and SBD6. 1.
If the service provider fails to perform services within the specified periods, the client shall deduct from the contract price, as a penalty, a sum calculated on the delivered price of the unperformed services using the current prime interest rate calculated for each day of the delay.
Failure to submit bids on time, failure to submit in a correct bid box, failure to provide required particulars, or submitting false declarations may result in disqualification.
