The bid and accompanying documents must be delivered to the procurement tender box by no later than 06 July 2026 at 11:00.

The payment terms shall be 30 days from invoice date.

The bid will be evaluated based on administrative compliance, functional technical evaluation, site visit, price and preference evaluation, and objective criteria.

Bidders must comply with all requirements of the invitation to tender. Noncompliance may lead to a tender not being considered. Bidders must be registered on the Central Supplier Database.

All bidders that pass the previous stages of evaluation will qualify for further evaluation in stage 3, which includes a site visit and risk assessment of the bidder's official business premises.

Noncompliance with tender instructions, failure to submit required documentation, or failure to meet minimum functional thresholds can lead to disqualification.

The closing date for the submission of detailed proposals is 12 June 2026, at 11:00 am.

GCIS will settle each compliant invoice submitted by the supplier within 30 days of receipt of the invoice. The service providers should indicate how payment for services rendered will be managed over three years either monthly, quarterly, or annually, however, the final payment arrangement will be discussed and agreed with the successful bidder upon appointment before the required service is rendered.

The bidders will be evaluated in terms of the 80/20 preference points system, where 80 points will be for price only and the 20 points for specific RDP goals. The service providers with the highest score and satisfies all requirements of the bid will be recommended as the preferred service provider.

Prospective service providers that score 60 or more on functionality in gate 1 will proceed to gate 2. Bidders must be registered on the Central Suppliers Database (CSD) and provide their CSD registration number or report.

GCIS may cancel this bid/RFB before award due to changed circumstances where there is no longer a need for the goods/services specified in the invitation and/or funds are no longer available to cover the total envisaged expenditure and/or no acceptable offer is received and/or there is a material irregularity in the RFB process.

The closing date and submission of tenders is as per the table above, at the offices of Nquthu Municipality at 12:00 PM. No late tenders will be accepted.

The municipality will evaluate the abovementioned projects as follows: tender document will be evaluated using price, returnable documents, functionality and specific goals. The lowest acceptable price will score 80 points: price, and 20 points for specific goals.

Nquthu Municipality requests all service providers to register in their database and CSD.
