Bids must be submitted by 11:00 AM on 15 July 2026. Late bids will not be accepted.

Payment will be made within 30 days after receipt of an invoice, according to the contract terms.

The warranty period is typically twelve months after delivery and acceptance, or eighteen months after shipment, unless otherwise specified.

The award will be based on the highest score in price and preference evaluation, following qualification, functionality, and presentation assessments.

Bidders must be registered with CSD, tax compliant, provide company registration, proof of registration with a project management professional body, and demonstrate company experience.

Penalties may be deducted from the contract price for delayed delivery or performance, calculated based on the delayed value and prime interest rate.

Failure to comply with submission requirements, tax compliance, or qualification criteria may lead to disqualification.

All prepaid sales must be paid over to the municipality daily through an agreed process. Payments will be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.

The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models and that they incorporate all recent improvements in design and materials. This warranty shall remain valid for twelve 12 months after the goods have been delivered to and accepted at the final destination.

Acceptable bids will be evaluated by using a system that awards points on the basis of the 80/20 preferential points system of which 80 points is for price and 20 points is for ownership as a specific goal.

Bidders need to score a minimum of 90 to be eligible for the second round of evaluation. Bidders are required to provide proof of qualification documents and reference letters for previously completed projects. Failure to do so will render the bid invalid.

In the event of noncompliance with the agreed time frames, penalty fees in the amount of **** five hundred rand per day will be deducted in lieu of each day the successful bidder fails to render its service in respect of the project.

All bidders must be prepared to demonstrate where required, free of charge and obligation. The municipality reserves the right to perform a site visit and inspect the prospective service providers office and equipment including disaster recovery site.

A period of fourteen 14 days will be set aside to allow for the submission of objections.

Failure to attend the compulsory briefing sessions will invalidate your bid. Failure to provide sufficient detail for any component may result in a lower score or disqualification where minimum thresholds are not met.

The project timeline culminates in a live production cutover to H3C CAS on 05 October 2026, with a minimum 4-week warranty period following golive.

The HSRC reserves the right to carry out site inspections, product evaluations or explanatory meetings in order to verify the nature and quality of the services offered by the bidders.

Misrepresentations in a tender may give rise to service termination and a claim by the HSRC against the bidder. Bidders may also be disqualified for collusive tendering, corruption, or fraud.
