Tenders must be deposited in the tender box not later than 12:00 noon on the closing date as per the table above, where they will be opened in public.

Value for money will be the key determinant of appointment.

Bidders must be registered on CSD and provide confirmation of registration. For the construction of Ngwekazanagudlintaba Access Road, all bids will be subjected to a prequalification and will be required to achieve a minimum of 60 in order to be evaluated further.

There will be compulsory site visits as per the table above, and a briefing certificate will be issued.

Failure to submit mandatory documents will lead to bids being deemed non-responsive. No couriered, faxed, emailed and late tenders will be accepted.

The closing time for receipt of tender is 11:00 am on 05 June 2024.

Responsive tenders will be evaluated according to the preferential procurement regulations, 2022. The procedure for the evaluation of responsive tenders is method 4 quality-functionality.

Eligible contractors must have a minimum CIDB grading of 7CE or higher.

The penalties for not reaching the required SMME target values will be calculated at 100% of the difference between the set target values and the actual target values achieved by the contractor at completion of the works.

There will be a compulsory briefing session meeting at the JRA Benrose Depot on 09 May 2024 at 10 am. Non-attendance of this compulsory briefing session will lead to an immediate disqualification of any bidder.

The deadline date of the official bid closing remains unchanged as the not later than 11:00 am on the 27 July 2026.

Bids must be deposited in the tender box at the municipal offices, 10 High Street, Paulpietersburg, **** no later than 12:00 on Thursday, 20 August 2026.

Payment will be made via electronic transfer of funds to the contractor's financial institution subject to receipt of a valid tax invoice accompanied with relevant supporting documents. Payment shall be made 30 days after the date of invoice.

The supplier warrants that the goods supplied under the contract are new, unused, and shall have no defects arising from design, materials, or workmanship. This warranty shall remain valid for as determined by each project specification months after delivery.

Second stage evaluations as per preferential procurement regulations, 2022 where 80 points is for price, and 20 points are for the specific and RDP goals will be applicable at RFQ stage once the panel members have been established.

Contractors registered and in good standing with CIDB and within grading 1CE to 3CE and 4CE or higher to submit tenders. Bidders are required to obtain a minimum score of 70 points in order to be considered into the panel.

If the service provider fails to perform any or all services within the periods specified in the contract, the municipality shall deduct from the contract price, as a penalty, an amount specified on each project requirements, of the delay until actual delivery or performance.

The successful tenderer must be acquainted with the Edumbe Municipality area. Service providers must make their own arrangements to familiarize themselves with the area of work.

A period of fourteen (14) days will be set aside to allow for the submission of appeals against the award process.

Fraudulent practice will result in the disqualification of the bid. Failure to comply with instructions may lead to the tender not being considered. Corrupt practices of any kind are strictly prohibited and will lead to disqualification.
