Quotes and proposals must be submitted by 14 July 2026, 11:00 AM.

Payment will be made based on deliverables for services rendered and work completed satisfactorily, with invoices provided and approved by the project manager.

The contract will be awarded based on best value, incorporating expertise, experience, and technical proposal, with a 80/20 preference points system for price and specific goals.

Bidders must submit CVs of proposed conservators, relevant qualifications, professional training/certification, evidence of experience through a portfolio/project list, and two contactable references for similar work.

Disqualification may occur if the bid document is not filled in correctly/completely, not compliant with specifications, delivered after the closing date/time, the supplier is not registered on CSD, or has a non-compliant tax status.

Quotations must be submitted by 26 June 2026 at 11:00 AM. No goods or services should be delivered before an official order is received.

The award will be based on the 80/20 preference point system, where 80 points are for price and 20 points are for specific goals. The lowest or any offer will not necessarily be accepted, and DFFE reserves the right to accept any offer either in full or in part.

Bidders must submit at least two signed reference letters as a motivational speaker on a client's letterhead. Failure by the bidder to submit the requested reference letters will lead to disqualification of their submission.

Failure to deliver goods within the agreed timelines might result in an order being cancelled and possible inclusion on the database of restricted suppliers by the national treasury.

Service providers will be disqualified for non-compliance with tax status at the time of award, submitting fraudulent information, making false declarations, or being listed on the national treasury's database of restricted suppliers and defaulters. Failure by the bidder to submit the requested reference letters will lead to disqualification of their submission.

The bid responses must be submitted by 25 May 2026, not later than 11:00 AM. Bidders are advised to submit at least 30 minutes before the deadline to avoid technical challenges.

Payments will be linked to specified deliverables after such deliverables have been approved by the IDC. Payments will be made within 30 days from the date of invoice.

The contract will be awarded to the bidder scoring the highest points based on price and specific goals, unless an objective criterion justifies awarding to a different bidder. Objective criteria include reputational risk, concentration risk, financial capability, and past performance.

Bidders must demonstrate relevant experience in delivering digital transformation and AI strategy, provide a detailed methodology and workplan, and submit a multidisciplinary team with specified minimum experience levels. They must also provide a capability building and knowledge transfer plan.

The IDC reserves the right to conduct site visits at bidders' corporate offices and/or client sites if required.
