This tender is for the appointment of a service provider for cleaning services and maintenance of open spaces within the Fetakgomo Tubatse Local Municipality for a period of 36 months. The provider warrants that all goods supplied are brand new, unused, of the most recent or current models, and incorporate all recent improvements in design and materials. All goods shall be free from defects arising from design, materials, or workmanship under normal use conditions. This warranty shall remain valid for twelve (12) months after delivery and acceptance at the final destination, or eighteen (18) months after the date of shipment from the port of loading, whichever period concludes earlier.
The tender will be evaluated on an 80/20 preferential point system where 80 points are allocated for the price and 20 points for specific goals.
Bidders must comply with administrative compliance requirements, including submitting the bid document in its original form, initialling every page, using black ink, completing all MBD forms, being tax compliant, providing company registration documents, a power of attorney, certified ID copies, a completed form of offer, and municipal rates and taxes statements.
Penalties will be levied for non-compliance, including failure to clean the town, workers working without safety clothing, failure to submit monthly reports, failure to clean around bins, no provision of mobile toilets, disposal of waste at unauthorized sites, no provision for working tools, and non-compliance with equipment.
Bids may be rejected if the bidder has abused the municipality's supply chain management system, been convicted of fraud or corruption, neglected to comply with government contracts, or is listed in the register for tender defaulters.
