The evaluation is based on a three-stage process: mandatory requirements, functionality, and price and specific goals, using the 80/20 preference point system. The **** preference point system shall be applied for the purposes of this bid as per the requirements of the preferential procurement policy framework act, **** act no. 5 of **** and pppfa regulations of 2022.

Mandatory requirements include key personnel meeting minimum qualifications and experience, and submitting three reference letters for projects valued at R5,000,000 or more. The contract duration is from the date of appointment until 31 March 2030.

Bidders must submit their company profile demonstrating design, layout, and production of corporate publications, have been in operation for five years or more, completed three or more assignments in similar services with traceable references, and submitted three or more electronic copies of previous publications.

SASSETA shall reject a bid if the recommended bidder has committed a proven corrupt or fraudulent act, abused the supply chain management systems, committed proven fraud or improper conduct, or failed to perform on any contract.

The value of this bid is estimated not to exceed R50 000 000 all applicable taxes included.

Late and incomplete submissions will not be accepted. Bidders found to be in collusion will be automatically disqualified and restricted from doing business with organs of the state.
