Event Pass Tenders

The tender offer must remain valid and open for written acceptance for a period of 90 days from the closing date.

The municipality undertakes to make payment for the goods/works delivered within 30 days after receipt of an invoice accompanied by the delivery note.

The evaluation criteria are 80% price and 20% specific goals.

Bidders must submit full CSD proof of registration and comply with tax compliance requirements.

Site meetings will be reflected on adverts if attendance is compulsory.

Bids will not be considered from persons in the service of the state.

Quotations must be deposited in the bid box no later than 04 August 2026 at 11:00.

The 80/20 preferential point system will be applied, where 80 points will be allocated for price and 20 points based on municipality specific goals (ownership and RDP goals).

Bidders must submit a copy of detailed CSD report, proof that the company and directors do not owe rates and taxes or municipal service charges for a period longer than 90 days, and a permit from a taxi association.

Omission of any mandatory documents will render the bidder non-responsive. Failure to complete and sign municipal bidding documents, or submitting false declarations, may lead to disqualification.

The closing date for bid submissions is Monday, 03 August 2026, at 11:00.

Tax invoices and supporting documents must be submitted by the 1st business day of the month for payment by the end of the same month. Otherwise, payment will be by the end of the following month. Tax invoices and all necessary supporting documents contemplated in i above must be submitted to scc by the 1st first business day of a calendar month in order for payment to be effected by the end of the same calendar month.

Bidders must submit copies of registration certificates, valid roadworthy certificates for vehicles, valid operating licenses (where applicable), valid driver licenses and professional driving permits (PDP), and at least one contactable reference for similar transport services provided within the past three years. Failure to include all required documents may lead to disqualification. Should all of these documents not be included, the bidder may be disqualified on the basis of non compliance.

The quotation must be submitted no later than 15 July 2026 at 12:00 PM.

Payments will be made within 30 days after invoice and statement submission. No advance payments are allowed.

The award will be based on an 80/20 preference point system, with 80 points for price and 20 points for specific goals. The municipality does not bind itself to accepting the lowest tender or the highest scoring bidder.

Bidders must have a proven track record, be registered with IATA and ASATA, and have at least 2 senior dedicated consultants. They must also be able to operate in any province in South Africa and provide 24-hour service globally.

The document clearly states there is no requirement for sample submission.

Failure to comply with mandatory administration requirements, failure to substantiate track record, or failure to attend a scheduled interview may lead to disqualification.
