The evaluation is based on a two-stage process: mandatory criteria and weighted qualitative criteria. The minimum weighted final score required is 70.

Tenderers must meet mandatory criteria in Stage 1. In Stage 2, a minimum weighted final score of 70 is required for technical qualification.

Failure to meet any mandatory criterion in Stage 1 will result in disqualification.

Bids must be placed in the municipal tender box before or at 14:00 on Friday, 31 July 2026.

Payment will be made within 30 days after submission of an invoice accompanied by the delivery note.

The supplier warrants that the goods supplied are new, unused, of the most recent models, and incorporate all recent improvements. The warranty remains valid for twelve 12 months after delivery and acceptance, or eighteen 18 months after shipment, whichever concludes earlier.

Bids will be evaluated in accordance with the applicable preferential point scoring system as set out in the councils supply chain management policy, utilizing the 80/20 preference point system.

Bidders must be registered at National Treasury's Central Suppliers Database (CSD) and submit proof. A copy of the municipal account, not older than 3 months and not in arrears for more than 90 days, is required.

If the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay.

Bids not containing compulsory documents will be deemed as non-responsive. Bids per fax or e-mail will not be considered. Incomplete, altered, modified, edited or formatted documents will not be considered.

The closing date for submissions is 19 June 2026 at 11:00 AM.

The particulars of the guarantee that will apply to the goods quoted for, with the particular regards to the period and extent of the warranty must be clearly stated.

The 80/20 principle will be applied, where the lowest acceptable price will score 80 points, and specific goals will contribute 20 points.

Mandatory requirements include a copy of company registration documents, a completed specification list, a valid BEE certificate, and a valid tax PIN. Bidders must also be registered on the Central Supplier Database (CSD).

Failure to comply with mandatory requirements, such as submitting a completed specification list or being registered on the CSD, may result in disqualification.
