The evaluation criteria is 80/20 preference point system as presented in the preferential procurement regulations 2022.

Mandatory requirements include completion in full of the bill of quantities boq specification and providing valid company proof of address.

Penalties for non-compliance shall be applicable subject to sla finalization.

The use of correction fluid is strictly prohibited and shall lead to disqualification.

Bids must be submitted before Thursday, 23 July 2026 at 12:00.

The successful provider will be the one scoring the highest points, evaluated in terms of the 80/20 preference points system.

Registered companies with both municipal database and central supplier database are required. A valid tax PIN and CSD compliance report must be submitted. MBD forms, company registration certificate, and CSD proof of registration must be submitted.

Failure to comply with the conditions will invalidate your offer. No award will be made to a person whose tax affairs are not in order.

The closing date and time for receipt of this tender is the 16 April 2026 at 12h00.

The purchaser shall make payment for the services rendered in accordance with the terms and conditions of the contract, within 30 thirty days after receipt of an invoice.

The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials unless provided otherwise in the contract. The supplier further warrants that all goods supplied under this contract shall have no defect, arising from design, materials, or workmanship except when the design andor material is required by the purchasers specifications or from any act or omission of the supplier, that may develop under normal use of the supplied goods in the conditions prevailing in the country of final destination.

Only those tenderers who satisfy the following mandatory criteria are eligible to submit tenders: a who is an individual electronic communications service (IECS) license holders in South Africa issued by ICASA proof of licenses to be submitted with tender and b who is an individual electronic communications network services (IECNS) license holders in South Africa issued by ICASA proof of licenses to be submitted with tender.

NB: there will be financial penalties if the standards are not met. Eg. in the cases that the internet is down and telephones are offline for more than two days. Not unless the cause of downtime is beyond the ISP's control

Tenderers aggrieved by tender award decisions taken by Umngeni Local Municipality, may lodge an appeal within 14 days of the date of the award advertisement.
