Replacement Battery Tenders

Tenders will be evaluated using an **** preference points system.

Bidders must submit a tax clearance certificate and be registered on CSD. it is a prerequisite of the municipality that all service providers are to be registered on the nationaltreasury central supplier database csd

Bids may be rejected if the bidder has abused the supply chain management system or committed improper conduct. The bid of any bidder may be rejected if that bidder, or any of its directors have: a. abused the municipalitys municipal entitys supply chain management system or committed any improper conduct in relationto such system

Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted for consideration. The tender box shall be locked at exactly 12:00 noon and tenders arriving only a second after 12:00 or any time thereafter will not be accepted under any circumstance.

Payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of statement by the supplier. Payment will be made in rand unless otherwise stipulated.

Submissions will be evaluated and the contract awarded in accordance with the SCM regulations, MFMA, Preferential Procurement Policy Framework Act and the Preferential Procurement Regulations 2022 and other applicable legislation, the General Conditions of Contract GCC and, if applicable, any other special conditions of contract. The bid will be evaluated in three stages: administrative requirements, functionality, and price and special goals (80/20 preference point system).

Bidders must be registered on the CSD. They must provide proof of entity registration, valid SARS tax pin and VAT registration certificate, a CSD registration summary report, a valid certified BBBEE certificate or sworn affidavit for EMEs, and a current municipal rates and taxes invoice or lease agreement. Proof of good standing from the Compensation Fund or a licensed compensation insurer is also required.

Failure to comply with the agreed service levels may result in penalties. Examples include non-performance, failure to meet response times, failure to provide secure parking, failure to provide qualified personnel, poor workmanship, and failure to submit monthly reports.

Bidders may be disqualified for submitting late bids, incomplete information, fraudulent information, or for not complying with responsiveness criteria. Alterations in the bid document must be signed and accompanied by a letter. Failure to submit a valid tax pin or CSD registration may lead to disqualification.

The closing date and submission of tenders is as per the table above, at the offices of Nquthu Municipality at 12:00 PM. No late tenders will be accepted.

The municipality will evaluate the abovementioned projects as follows: tender document will be evaluated using price, returnable documents, functionality and specific goals. The lowest acceptable price will score 80 points: price, and 20 points for specific goals.

Nquthu Municipality requests all service providers to register in their database and CSD.
