Proposals must be submitted on or before 11h00, South African time on 28 August 2026.

A non-refundable document fee of **** must be paid via EFT. proof of payment must be emailed to request the bid documents.

Proposals will be evaluated in accordance with the PPPFA regulations, 2022 using the 80/20 preference points system.

The service provider must be registered with the Financial Sector Conduct Authority (FSCA), to provide insurance broking services, risk management and claims services.

A compulsory briefing session meeting for service providers virtually, who have paid for and received the bid documents via email will be held virtually via MS Teams on 11 August 2026 at 14:00.

The document clearly states there is no requirement for samples.

Submissions must be deposited in the tender box at reception, Umhlabuyalingana Municipality, R22 Manguzi Main Road by 12h00 on 14 August 2026.

The bid will be evaluated in line with the PPPFA Act No. 5 of ****, SCM Policy and SCM Regulations 2022. 80/20 preference point system applies: 80 points for price. 20 points for specific goals locality, disability, black women black youth each carrying 5 points.

Bidders must submit: filled MBD forms, certified copy of company registration, certified copy of directors IDs, CSD registration summary report, municipal bill or account or lease agreement, a municipal rates account in the name of the bidder showing no arrears older than 3 months or a valid exemption letter from the municipality or a valid signed lease agreement and a recent municipal account in the landlord's name if the bidder is a tenant.

Late, faxed or emailed submissions will not be accepted. Failure to comply with the above conditions will invalidate your offer.

Responses will be evaluated against criteria including corporate capability, market knowledge, functional study delivery, methodology, data integration, deliverables, training capability, post-implementation support, team and resourcing, and commercial risk. Responses to this rfi will be evaluated against the requirements below.
