Responses to this RFQ must be submitted before the closing date and time indicated on the cover page of the RFQ, which is 07 July 2026 at 11:00 am.

Unless stated otherwise in this RFQ or as mutually agreed upon by both parties prior to award of the RFQ, all payments due to creditors for goods delivered services rendered will be settled within thirty (30) days from receipt of an invoice.

Failure to submit required documentation, including a completed Annexure A and SBD 3. 3, or if tax matters are not in order, may result in disqualification. Any effort to influence the award decision may also lead to rejection.

The RFQ is for requirements up to R500 000.

The service provider must stipulate clearly the warranty period and insurance indemnity.

Responsive bids will be evaluated based on functionality (Stage 1) and then price and preferential points (Stage 2), using the 80/20 preference system.

Bidders must provide a valid ICASA license, demonstrate relevant experience, have a project team comprising of at least 2 skilled officials, and provide customer care support.

The university will apply a multicriteria approach, considering financial offer, ability to match service requirements, organization type, track record, client references, management competence, calculations accuracy, risk assessment, and insurance coverage.

Tenderers must satisfy prequalification criteria, including providing signed submission, legal entity registration, SARS tax PIN, VAT registration (if applicable), audited financial statements for the past three years, a letter of good standing from bankers, proof of valid compensation insurance, and insurance certificates.

A non-compulsory onsite briefing session is scheduled for August 11, 2025, at 11h00.
