Quotations must be emailed to reach Pansalb no later than 11:00 AM on Friday, 07 August 2026.

The Pansalb undertakes to pay valid tax invoices in full within thirty (30) days from statement date for services rendered.

RFQs with a quoted price less than R30,**** will be evaluated based on the quoted price. All other RFQs will be evaluated based on an 80/20 preference point system where 80 points are allocated towards price, and 20 points are allocated towards the suppliers contributions specific goals.

Mandatory requirements include completion of all SBD forms, certified copy of B-BBEE or sworn affidavit, National Treasury Central Supplier Database (CSD) report, SAICA/IRBA registration proof, and engagement directors' membership with a professional body (IIA, IRBA, or SAICA).

Any form of canvassing/lobbying/influencing regarding the shortlisting will result in disqualification. Any non-disclosure of information pertaining to this bid will result in disqualification. Noncompliance with bid requirements or applicable acts/regulations will invalidate the bid or result in disqualification.

The NRF nominates the bidder with the highest combined score for the contract award subject to the bidder having supplied the relevant administrative documentation.

The prospective service provider must meet the following minimum requirements: a valid certificate of the registered psychometrist with hpcsa or equivalent, delivery capability and proven experience in succession planning, expertise in creating high performance culture and demonstrated capability in facilitating in succession planning, talent pool methodology document registry, integrated successionperformance alignment model and policy guide, detailed cv of psychometrist registered with hpcsa as a lead consultant, minimum of 3 team members with degree in industrial psychology or human resource management or course in business analyst with 35 years experience in succession planning.

Where the completion of work delayed by more than 2 weeks from the approved agreed upon timelines, penalty is 1 of the original invoice value for each additional week of delay.

The policy translation has to be done and completed within a maximum period of one month, as stated in the bid notice.

Value for money will be the key determinant, according to the bid notice.

Bidders must submit a confirmation from SARS with a verification pin, a copy of the company registration, CIPC documents, a certified BBBEE certificate, and a combined BBBEE for a joint venture. Failure to submit mandatory documents will lead to non-responsiveness.

The contract period for this bid contract is for the duration of the underlying bid until completed and signed off.

The bid notice states that the contract will be valid for a period of 12 months.

Payment will be made in accordance with section 381f and 764b of the pfma and treasury regulations **** 8. 2. 3 within 30 days from receipt of invoice after completion of deliverables.

The bid price proposals are compared on an equal and fair basis, considering all aspects of the bid pricing requirements. Qualifying bids are ranked on price and specific goals points claimed.
