Completed bids must arrive before the closing date and time of 28 August 2026 at 11:00.

Responsive bids will firstly be evaluated on functionality and thereafter on an 80/20 preference points system.

Bidders must be competent and technically competent suppliers. Bidders must register on the National Treasury's Central Supplier Database (CSD) prior to submitting bids. Negotiations for the bid award will only be concluded with the qualifying bidders who isare registered on the CSD and whose key information outlined in this bid document is in order.

Noncompliance with all submission requirements, such as the USB for traditional submission, amongst other criteria as per section 1. 21, will lead to the disqualification of the bidders.

The scope is set to be concluded within 03 months, with the submission of all required documentation to the QCTO.

RFQ will be awarded to the bidder scoring the highest points, based on the 80/20 preference points system for price and specific goals.

Bidders must have a Project Lead Consultant (PLC) with a minimum of two years of experience in occupational programme/skills programme or full/part qualification development or qualification realignment. Proof of evidence, including detailed CV and reference letters from different clients within South Africa, is required.

Late and incomplete submissions will invalidate the quote. Misinterpretation or misrepresentation in the RFQ submission may lead to elimination. Bids suspicious of restrictive practices may be reported to the Competition Commission or NPA.

Bids that are suspicious will be reported to the competition commission for investigation and possible imposition of administrative penalties in terms of section 59 of the competition act no 89 of **** and or may be reported to the national prosecuting authority npa for criminal investigation and or may be restricted from conducting business with the public sector for a period not exceeding ten 10 years in terms of the prevention and combating of corrupt activities act no 12 of **** or any other applicable legislation.

where a persons are listed in the register for tender defaulters and or the list of restricted suppliers, that person will automatically be disqualified from the bid process. i understand that the accompanying bid will be disqualified if this disclosure is found not to be true and complete in every respect
