Maintenance Tool Tenders

Quotations must be deposited in the bid box, at the offices of the emalahleni municipality, 37 Indwe road, cacadu, **** not later than 11 june 2026 at 12h00.

The bid will be adjudicated in accordance with the municipality supply chain management policy and the specific goal preferential procurement will be based on the 80/20 point system.

The bidder must achieve a minimum of 50 points in functionality to advance to the next stage of evaluation. Bidders must submit a company registration certificate, tax compliance status document, all directors certified ID copies, proof of full central supplier database registration, and municipal rates and taxes clearance certificate.

Failure to submit a municipal rates and taxes clearance certificate or lease agreement will result in disqualification. Late, telegraphic, facsimile, incomplete or unsigned bids will not be considered. Failure to complete all the supplementary information will result in bidder being deemed non-responsive.

Bid closing date and time is 10 July 2026 at 12:00.

The evaluation criteria will consider mandatory requirements, functionality, price, and preference. Bidders must achieve a minimum of 80 points in the functional/technical phase. The final stage involves price and preference evaluation using an 80/20 or 90/10 preference point system.

Bidders must provide OEM accreditation/certification and return completed annexures D and E, the pricing schedule, and attend the compulsory briefing session. Failure to meet these mandatory requirements will lead to disqualification.

A compulsory briefing session will be held on 12 June 2026. as this is a compulsory site briefing, bidders are required to write the following details on the chatbox of the meeting: name of the bidder email address of the bidder telephone number of the bidder

Bidders will be disqualified if they fail to meet minimum requirements, have not submitted required mandatory documents, or have not materially complied with any of ACSA's requirements.

Tenders must be submitted in the tender box at the Investment Centre, ground floor, 15 Main Road, Vredenburg, before 12:00 on Friday, 26 June 2026.

Payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.

The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials. This warranty shall remain valid for twelve 12 months after the goods have been delivered and accepted.

The 80/20 preference point system will be used in the adjudication of this tender.

Bidders must be registered on the Central Supplier Database (CSD) and be tax compliant. A valid tax clearance certificate must accompany the bid documents unless the bidder is registered on the CSD and is tax compliant.

Subject to GCC clause 25, if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services.

Any unauthorized alteration or amendments of this set of tender documents will disqualify the tender automatically. Missing pages will result in the disqualification of the tender. Bidders who are in arrears with their municipal rates and taxes or municipal charges for more than three months will be disqualified.

The closing date for bid submissions is 08 June 2026 at 12:00.

Quotations received will be assessed in accordance with the municipal supply chain management regulations, **** read with councils supply chain management policy and 80/20 evaluation criteria. Preference points will be allocated as follows: 80 points for price, 20 points for specific goals.

Bidders must submit a valid tax compliance status PIN, a copy of the company registration certificate, and copies of company owners' ID books. Proof of municipal bill payment or lease agreement is also required. A detailed CSD report must be attached.

The bid may be rejected if the bidder has abused the supply chain management system, been convicted of fraud or corruption, or failed to comply with public sector contracts. Failure to provide required particulars may render the bid invalid.
