Drilling Tool Tenders

The tender is for the purchase and removal of surplus drilling, subsea, completion and associated oilfield inventory. A briefing session is scheduled for February 11, 2026. Tenders must be submitted by 2:00 PM on February 27, 2026. The successful bidders will be required to lift the stocks within 30 days from the date of letter of acceptance. In case the successful bidders fails to lift the stocks within the stipulated period of 30 days, the bidders shall be liable to pay rent and any other costs that might arise as a result of the delay. In addition, successful bidders shall be liable to pay 1 of the total value of the bid, per weekly delay.

Bids must be delivered by the stipulated time to the correct address. Late bids will not be accepted. Bidders are required to submit their unique personal identification number (PIN) issued by SARS. The evaluation criteria includes compliance, technical/functional requirements, price and specific goals. A validity period of 90 working days from the closing date is required. Failure to provide mandatory returnable documents will result in disqualification.

The RFQ is for goods or services below R500,**** must be Cape Town based. The closing date is August 29, 2025 at 11h00. Required documents include B-BBEE certificate, sworn affidavit, SARS number and status, accreditations with relevant regulatory bodies, and audited financial statements. The forms SBD4, SBD6. 1, SBD8, and SBD9 must be completed and submitted. The 80/20 price preference point system will be applied. All prices must be firm and VAT inclusive. The tender is for the provision of tools and equipment hire services for 12 months. Bidders must be registered on the national treasury's central suppliers database and submit a valid tax clearance verification PIN or CSD MAAA number. The quotation must be in accordance with the terms of reference and specifications. The successful supplier may be required to sign a written contract. Quotations must be emailed to ***@***. *. * or deposited in the tender box. No work may start without an official order notification. The service provider must be available within 2 hours of receiving a request during normal working hours, and 4 hours after hours and during the weekend. Planned work must be completed within 7 days of request. Travelling and delivery will be priced separately. Penalties apply for failure to respond within timeframes. The service provider must comply with all applicable legislation, including transportation of hazardous products and environmental legislation. A fully equipped workshop within a 50 km radius of Pietermaritzburg is required. The contract term is 12 months. The employer reserves the right not to call for any equipment at all depending on circumstances and subject to operational conditions. The acquisition process shall be in three categories: standard procedure (5 days), fast-tracked procedure (3 days), and crisis/emergency procedure (4 hours). The tender will be evaluated using a three-stage approach: mandatory requirements, evaluation of functionality, and price. Bidders must submit proof of previous experience in similar projects. All equipment must be roadworthy and licensed. Copies of proof of licensing and ownership must be submitted with the tender document. Umgeni water will allow 7 days after the closing of the tender for submission. If not submitted after closing of the tender, the bid will be disqualified. The 7 days will commence after request from a supply chain officer. All vehicles, plant, machinery, equipment and containers used on this contract must be in a serviceable condition, must be readily available for inspection to ensure that it is to specification, and must meet with the approval of the employer. The small construction plant, tools and equipment shall bear the service provider name and contract details. The tendered shall attach the comprehensive list of small construction plant, tools and equipment to be used for the execution of the tender to his/her tender document. Umngeni uthukela water reserves the right to inspect the proposed equipment to be used. A notice will be issued to prospective bidders to present small construction plant, tools and equipment for verification identification before tenders will be awarded. Suppliers must ensure that all work is done according to the specification provided by the employer. The employer representative must approve deviations to the specification. The employer must approve product used. All communication to be followed up by written confirmation. There should be regular feedback between Umgeni uthukela water and the service provider. The service provider is to provide his supervisory and operational staff with cellular phones for communication and contact purposes for the duration of the contract. The service provider must have competent driver and mechanics to services and repair small tools and plant should there be failures or break downs of the equipment. The service provider must set aside time for meetings every second month to ensure issues of service quality and performance among other things are discussed and recorded. Failure reports, preventative action on work completed will also be presented there. The supplier shall at all times carry out work assigned in the order and manner prescribed by an authorized official of Umgeni uthukela water.
