Tugboat Tenders

The tender outlines the requirements for the biennial dry docking of tugboat Shasa at the TNPA Port of East London Drydock. The tenderer must have skilled labor with previous dry docking experience, supply all necessary materials and equipment, and adhere to strict safety and environmental regulations. The contract duration is from the project handover meeting until the scope of work is completed and regulatory certification is issued. The tenderer must submit an HSE plan and risk assessment with the tender submission. Additional work may be added, subject to a written quote submitted, approved by the project manager, prior to commencement of work. A 12-month defects liability period applies after project completion. The tenderer is responsible for rectifying any defaults in the works. All costs associated with redocking due to poor workmanship are the tenderer's responsibility. The tenderer must submit proof or references of previous drydock work carried out. A detailed layout of work must be projected in a project plan for the allocated timeframe. The tenderer must specify the completion of work timeframe, estimated at 6 weeks, irrespective of unforeseen disruptions. Guarantee and warranty duration of work performed and spares supplied must be stipulated on the quotation. TNPA will not be held liable for costs incurred due to any unforeseen delays. Tanks must be measured for oxygen content before entry and a daily log must be kept for submission to the regulatory body. Minimum allowable oxygen content of 20. Entry to enclosed space or tanks must be monitored with gas monitoring equipment with a valid calibration certificate available. Controlled access is to be taken into consideration. Visitors register to be signed and identification to be produced. If spray painting application is to be used, ensure all openings are properly sealed off to prevent overspray entering the bridge, accommodation, or engine room spaces. Signoff sheets to be signed by tenderer representative and TNPA representative. Tenderer to submit HSE file with all necessary documents to SHEQ department within 2 days after tender award. Penalties will be incurred for major work delays by tenderer due to negligent planning (1 day equates to 1. 5% of contract value).
