This tender is for the appointment of a service provider for a VAT recovery review for a period of 36 months by the Emakhazeni Local Municipality. The service provider will be responsible for reviewing and recalculating VAT apportionment percentages, examining the general ledger for potential VAT claims, and assisting with VAT reconciliations. All activities must be invoiced on a monthly basis, based on the completion of the activity but not exceeding the allocated budget that has been priced for that activity. Payment will be based on the completion of activities provided that reasonable progress towards the completion of the activity within the estimated budget is demonstrated.
Tenders will be evaluated in terms of the supply chain management policy of the Emakhazeni Local Municipality aligned to Municipal Supply Chain Management Regulations. The method for evaluation of service providers is based on functionality. The 80/20 point system shall be used for evaluation of tender documents in terms of preferential procurement point framework act.
Only those tenderers who satisfy the following criteria are eligible to submit tenders: responsive tenders are only those tenders with all documents and pages, contained herein, that have been signed by the responsible person duly authorised to sign all documents indicated on the returnable document form C authority of signatory.
If upon investigation it is found that a preference in terms of the act and these regulations has been obtained on a fraudulent basis, or any specified goals are not attained in the performance of the contract, one or more of the following penalties will be imposed: cancel the contract and recover all losses or damages incurred or sustained from the tenderer, impose a financial penalty of twice the theoretical financial preference associated with the claim, which was made in the tender, or restrict the firm, its shareholders and directors on obtaining any business from the Emakhazeni Local Municipality for a period of 5 years.

Bids that are submitted late, incomplete, unsigned or by facsimile, electronically or not completed in black ink will be rejected and not accepted for further evaluation. Failure to complete in all returnable schedules and signing thereof will result in automatic disqualification. Non-submission of required documents will result in automatic disqualification.
