Groundwater Tenders

The bid responses must be submitted on the online platform not later than 10:00 on the 30 April 2026.

The purchaser undertakes to make payment for the services rendered in accordance with the terms and conditions of the contract, within 30 thirty days after receipt of an invoice.

This bid will be evaluated in three evaluation stages: Stage 1: Administrative Compliance, Stage 2: Mandatory, Stage 3: Preference Point System. The preference point system used will be the 80/20 points system.

Mandatory requirements include demonstrating experience in providing relevant services and providing 3 or more reference letters of completed similar work. The team must have relevant qualifications and a minimum of 3 years of experience in carrying out water quality monitoring and environmental audits.

The bid notice states that completed quotation documentation must be deposited before 12:00 am on before 16 April 2026 in the quotation box situated at 9 Park Street, Civic Centre, Malalane.

The bid notice states that this quotation will be evaluated in terms of the 80/20 preference point system as prescribed in the Preferential Procurement Policy Framework Act No 5 of 2000. The successful provider will be the one scoring the highest points.

Bidders need to score a minimum of 60 points for functionality to proceed to price evaluation. Track record of at least four similar projects and appointment letters with recommendation letters are required for 60 points, and two CVs of key personnel with relevant qualifications on waste management are required for 20 points.

The bid notice states that the external auditor must undertake a physical site inspection to assess various elements, including permit compliance, access to the site, security and access control, cover material, compaction, documentation, landfill plant and equipment, operation and maintenance, and safety. The physical site inspection will also include groundwater testing at the boreholes on all sites and provide an analysis of the current year's groundwater testing results.
