SAHRA is seeking proposals from qualified service providers to verify the cultural significance of the Black Rock Koppie Mine. The service provider must have expertise in mining heritage or the built environment and must not have worked for either of the nominators or landowners. Key qualities include good judgment, clear articulation of findings, and availability to present findings to SAHRA committees. The scope of work involves background research, literature review, expert report review, and site assessments. Travel and accommodation costs must be included in the quotation. Bids must be submitted in a sealed envelope or via email to ***@***. *. * by 18 March 2026 at 11:00. All returnable bid documents must be completed in full, including SBD forms, tax compliance status, BBBEE certificate, and CSD registration report. Failure to submit these will result in disqualification. Evaluation will be based on a phased approach: compliance, quality (experience, qualifications, project plan), and preference points (price, special goals). A minimum of 60 points out of 100 is required to progress. The bid offers and proposals should be valid for 120 days from the submission date.

The tender is for the identification of grade III heritage sites and the compilation of a heritage inventory for the towns of Saldanha, St Helena Bay, Vredenburg, and Langebaan. The project must be completed by June 30, 2026. Tenderers must submit proof to claim preference points, including a BBBEE certificate and proof of locality. The municipality may accept part of the quote. Goods and services may only be provided after the official order is issued. Waste generated during construction must be correctly disposed of. Quotations will be evaluated in terms of preferential procurement regulations. Successful bidders must comply with Section 204 of the VAT Act. Bidders must declare any conflicts of interest. The 80/20 preference point system will be used. The municipality reserves the right to order any quantity, including none. Quotations must be valid for at least 90 days from the closing date.

Bidders should ensure that bids are delivered timeously to the correct address. Late bids will not be accepted. Bids must be submitted on the official forms. The bid is subject to the preferential procurement policy framework act, general conditions of contract (GCC), and any other special conditions of contract. Bidders must comply with tax obligations and submit their unique personal identification number (PIN) issued by SARS. Bidders must be registered on the Central Supplier Database (CSD). The successful bidder will be required to fill in and sign a written contract form (SBD7) and/or an SLA. Bidders are not allowed to contact any other SANParks staff other than the indicated officials. The tender proposal must remain valid for at least 150 days after the closing date and time. All contributions, prices indicated in the proposal, and other recurrent costs must remain valid for the period of one hundred and fifty (150) days after the closing date and time. Bidders should check the numbers of the pages to satisfy themselves that none is missing or duplicated. SANParks draws bidders attention that amendments to any of the bid conditions or setting of counter conditions by bidders will result in the invalidation of such bids. SANParks reserves the right to withdraw and cancel the bid invitation prior to making an award. Any effort by bidders to influence evaluation, comparisons, or award decisions in any manner will result in the rejection and disqualification of the bidder concerned. SANParks, in ensuring that bidders conduct themselves in an honest manner, will, as part of the bid evaluation processes where applicable, conduct or initiate the necessary enquiries/investigations to determine the accuracy of the representation made in the bid documents. Bidders must indicate compliance/non-compliance with the requirements and substantiate their response with supporting evidence. The project lead must have NQF level 8 or higher qualification in HR/HRM, organisational psychology, industrial psychology, change management or related field. One or more members of the project team must be a certified change management professional (e. g. , Prosci, ADKAR, Kotter). Bidders must achieve a 75 minimum qualifying score for consideration to the next phase. Bidders who fail to comply with the set minimum threshold of 75 per the technical requirements will be eliminated and not proceed to price and preference evaluation phase. The contract period is for one year. Deliverables include an inception report, change readiness assessment report, barrier analysis and employee engagement plan, change management model and implementation plan, targeted interventions toolkit, monitoring framework, internal capacity-building plan, and a final project closeout report. All prices quoted should be inclusive of value-added tax (VAT). The tender is subject to the 80/20 preference point system. Bidders must submit a fully completed pricing schedule (SBD 3. 1), SBD 4 (bidders disclosure), SBD 6. 1 (preference points claim form), SBD 7 (contract form), and GCC (general conditions of contract). Proof of registration on the Central Supplier Database (CSD) is mandatory. SANParks adheres to the Protection of Personal Information Act (POPIA) requirements.
