The closing date for submission of proposals is August 31, 2026, at 11:00 AM. Bidders must ensure that bids are delivered timeously to the correct address. As a rule, if a bid is late or delivered to the incorrect address, it will not be accepted for consideration.

The tender will be evaluated in three phases: 1. Administrative compliance. 2. Functionality. 3. Price and specific goals.

Bidders must submit proof of registration on the National Treasury's Central Supplier Database (CSD). Bidders must also ensure compliance with their tax obligations and provide their unique personal identification number (PIN) issued by SARS. Failure to provide or comply with any of the above particulars may render the bid invalid.

A compulsory briefing session will be held on August 13, 2026, at 10:00 AM via Microsoft Teams.

Tenderers will be disqualified if the entity or any of its directors is listed on the register of bid defaulters. Late or incomplete bids, failure to conform to the rules or requirements contained in the tender document, proof of collusion among bidders, and noncompliance with applicable law may also result in disqualification.

The subsistence allowance must be claimed at least three working days before the planned trip to facilitate its timeous payment.

If any representative fails to arrive on time and attend until the conclusion of an event, the municipal manager or delegate may recover all allowances and disbursements paid, provided the delegate is afforded the opportunity to submit reasons.
