This tender is for the appointment of a panel of service providers for the construction of ancillary works on roads, implemented through in-house construction teams, for a period of 36 months. The purchaser undertakes to make payment for the services rendered in accordance with the terms and conditions of the contract, within 30 thirty days after receipt of an invoice.
The defects liability period is 6 months measured from the date of the certificate of completion for each works assignment.
The bid will be evaluated in two phases: Phase one: Compliance Responsiveness to the bid rules and conditions. Phase two: Eligibility criteria. Preference points will be awarded as follows: maximum points on price 80 points, specific goals 20 points, maximum points 100 points. For framework contracts, preferential points and specific goals will not be applicable, but individual work packages will be awarded to the highest point scoring bidder.
Tenderers must be registered with the CIDB in grading designation grade 4 CE and higher. Contractors who have a contractor grading designation equal to or higher than a contractor grading designation determined in accordance with the sum tender for a class of construction work, or joint ventures are eligible to submit tenders provided that every member of the joint venture is registered with the CIDB and in CE class of work, and the combined contractor grading designation is equal to or higher than a contractor grading designation grade 4 CE. A signed joint venture agreement must be attached with the tender. Company experience in roads contract management: Tenderer must have completed at least two 2 similar projects to the value of at least R 2. 5 million each and higher in the last 10 years.
The contractor shall provide a full service during all special nonworking days. The cost of supervision by the employers agent or his representatives outside of normal Monday to Friday working hours shall be to the contractors account. Penalties will be applied for nonconformance with project specifications, including for establishment and late completion, accommodation of traffic, occupational health and safety nonconformities, environmental nonconformities, utilization of MES, and utilization of local labour.
The tenderer or any of its directors is not listed in the register of tender defaulters or the list of restricted suppliers managed by the national treasury. The tenderer has not abused the employer's supply chain management system. The tenderer has not failed to perform on any previous contract with the employer.
