Water Sampling Tenders

The bid closing date is 22 April 2026 at 12:30 PM, and submissions will be opened in public at that time.

A non-refundable deposit of **** is required, payable via EFT or cash.

Tenders will be evaluated and adjudicated in terms of the preferential procurement policy of council based on functionality whereby tenderers must achieve a minimum score of 70 out of 100 points, the revised preferential procurement regulations of 2022 and the Siyancuma Local Municipality Supply Chain Management Policy, where 80 points will be allocated in respect of price and 20 points in respect of specific goals.

The service provider must be SANAS accredited in accordance with the recognised international standards ISO **** of **** and its sampling services rendered under ISO ****: **** provider must have at least chemical, microbiological and biological accreditation. Proof of accreditation must be attached.

The service provider shall return the serviced unit including service certificate within 4 to 6 weeks upon receipt of the of the CCTs purchase order.

The CCT will perform a risk analysis in respect of the following: a reasonableness of the financial offer b reasonableness of unit rates and prices c the tenderers ability to fulfil its obligations in terms of the tender document, that is, that the tenderer can demonstrate that heshe possesses the necessary professional and technical qualifications, professional and technical competence, financial resources, equipment and other physical facilities, managerial capability, reliability, capacity, experience, reputation, personnel to perform the contract, etc. the cct reserves the right to consider a tenderers existing contracts with the cct in this regard d any other matter relating to the submitted bid, the tendering entity, matters of compliance, verification of submitted information and documents, etc. the conclusions drawn from this risk analysis will be used by the cct in determining the acceptability of the tender offer.

The tenderer can demonstrate that heshe possesses the necessary professional and technical qualifications, professional and technical competence, financial resources, equipment and other physical facilities, managerial capability, reliability, capacity, experience, reputation, personnel to perform the contract.

The service provider must render the analysis services for a period of 3 months. The service provider shall provide analytic laboratory services to umsobomvu local municipality for analysis of water and sewerage samples for various reasons bacteriological, chemical, physical, aesthetic and operational.

The payment will be done in terms of section 16 of the general conditions of contract. 16. payment 16. 1 the method and conditions of payment to be made to the supplier under this contract shall be specified. 16. 2 the supplier shall furnish the purchaser with an invoice accompanied by a copy of the delivery note and upon fulfilment of other obligations stipulated in the contract. 16. 3 payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier. 16. 4 payment will be made in rand unless otherwise stipulated.

Bids will be evaluated in terms of the 80 price 20 specific goals point system. Bids will be awarded in accordance with the preferential procurement regulations, 2022 pertaining to the preferential procurement policy framework act, no 5 of **** and its amendments as well as the municipalitys supply chain management policy.

Bidders must submit proof of laboratory sanas accreditation in terms of iso **** and certified copies of key personnel certificates. Interested service providers must submit a quote showing evidence of the skills and experience as outlined below and must submit: original or certified copy of the original proof of laboratory sanas accreditation in terms of iso ****. certified copy of the original sanas accreditation of methods of analysis per determinand. o water quality o wastewatersewerage quality cvs and certified copies of the original certificates of key personnel: o microbiologist with at least 3 years experience. o chemist with at least 3 years experience.
