Evaluation is in two stages: administrative compliance and 80/20 preference points system (80 for price, 20 for specific goals). Proof of company experience in municipal finance management training is required. Key staff must be working for the bidding company. Tender offer validity period is 90 days. Bidders must submit proof of successfully completed trainings on municipal finance management. Bidder or any of its directors/shareholders must not be listed on the register of tender defaulters. Bidder has not abused the employers supply chain management system or failed to perform on any previous contract. Key staff personnel must be working for the bidding company. Certified proof of registration with a relevant ETQA is required.
Persons aggrieved by decisions or actions taken by the Mnquma Local Municipality may, within 14 days of the decision or action, lodge a written objection or complaint or query or dispute. In terms of section 62 of the systems act municipal systems act, act 32 of ****, a person whose rights are affected by a decision taken by a political structure, political office bearer, board of directors or staff member of a mnquma local municipality in terms of a power or duty delegated or subdelegated by a delegating authority may appeal against that decision by giving written notice of the appeal and reasons to the accounting officer within 21 days of the date of the notification of the decision.
Failure to submit mandatory documents will lead to disqualification. Late, incomplete, unsigned, faxed, couriered, and emailed tenders will not be accepted. Submission of fraudulent information will result in blacklisting for five years.
