This tender is for the appointment of a service provider to render travel management services to the National Development Agency (NDA) for a period of 60 months. The bid proposals will be evaluated in four phases: SCM administrative compliance, compliance to mandatory requirements, functionality, and evaluation in accordance with the 80/20 preference point system. A minimum of 90 points on functionality is required to qualify for the next phase.
Bidders are required to submit an active IATA licence certificate and an active ASATA licence certificate. Failure to submit any of the required mandatory documents will result in immediate disqualification.
Subject to GCC clause 25, if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance.
The NDA reserves the right to carry out site inspections, product evaluations or explanatory meetings in order to verify the nature and quality of the services offered by the bidders, whether before or after adjudication of the bid.
If a bidder finds or reasonably believes it has found any discrepancy, ambiguity, error or inconsistency in the bid or any other information provided by the NDA other than minor clerical matters the bidder must promptly notify NDA in writing of such discrepancy, ambiguity, error or inconsistency to allow the NDA to consider what corrective action is necessary if any.
