Completed bids must arrive before the closing date and time of 28 August 2026 at 11:00.

Responsive bids will firstly be evaluated on functionality and thereafter on an 80/20 preference points system.

Bidders must be competent and technically competent suppliers. Bidders must register on the National Treasury's Central Supplier Database (CSD) prior to submitting bids. Negotiations for the bid award will only be concluded with the qualifying bidders who isare registered on the CSD and whose key information outlined in this bid document is in order.

Noncompliance with all submission requirements, such as the USB for traditional submission, amongst other criteria as per section 1. 21, will lead to the disqualification of the bidders.

The project is expected to run until 31 March 2030.

Payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.

The supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials unless provided otherwise in the contract.

The bid will be awarded to a bidder who scores the total highest points on price and specific goals evaluation.

Bidders must have a minimum of five 5 years experience in project management consulting services. The project leader must have led and completed projects in the last 5 years and have a minimum of five 5 years experience in project management services. Team members must have qualifications in ICT, project management, finance, auditing, risk management, HR, education/training, and governance/legal.

Subject to GCC clause 25, if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance.

A compulsory briefing session will be scheduled through a video conferencing facility.

Bidders who fail to meet mandatory requirements will be disqualified. Failure to submit a valid B-BBEE certificate will result in losing preference points. Bidders that score less than 70 points out of 100 on quality evaluation will not be evaluated further on price and specific goals.
