The bid documents must be submitted before the closing date and time indicated on the cover page of the RFQ, which is 25 March 2026 at 11h00.

Unless stated otherwise in this RFQ or as mutually agreed upon by both parties prior to award of the RFQ, all payments due to creditors for goods delivered or services rendered will be settled within thirty (30) days from receipt of an invoice.

Bidders who score 70 and more out of 100 in the functional evaluation will qualify for further evaluation in terms of price and specific goals. For price and specific goals, a maximum of 80 points will be allocated for price and a maximum of 20 points will be allocated for specific goals.

Bidders must be registered on the CSD and provide proof of registration. They must also submit a completed and signed Annexure A (Request for Quotation), SBD 3. 3 (Pricing Schedule for Services), SBD 4 (Bidders Declaration), and SBD 6. 1 (Preference Point Claim). A valid and compliant original BBBEE certificate and/or certified copies of sworn affidavit must be submitted for any points claimed. The service provider must submit proof of accreditation with a relevant SETA or be part of a university.

The SAWS might also conduct a site visit to ensure the firm existence and validate the firms proposed capacity, employees, and administration office. Before the awarding of the tender, a due diligence site visit will be carried out at the premises of the service provider.
