The bid must be submitted by 10:00 on 05 June 2026.

Bids will be evaluated according to the 80/20 points system as stipulated in the preferential procurement regulations of 2022, with price accounting for 80 points, B-BBEE level status for 10 points, and locality of enterprise for 10 points.

Bidders are required to submit proof of locality for the registered office and an original or certified copy of the bidder's broad-based black economic empowerment (B-BBEE) certificate. Bidders must also provide valid tax verification details and a valid third-party verification pin as issued by SARS to confirm their tax compliance status.

Failure to comply with conditions to bid, including submitting bids late, not delivering to the correct address, not providing valid tax verification details, or not completing the checklist at the back of the bid document, may result in disqualification.

The contract period for aerial firefighting support services is for the period ending 30 June 2029.

The bid notice states that payments will be made by the district municipality within thirty 30 calendar days of receiving the relevant invoice statement provided by the supplier. For operational duties, invoices must be submitted on a weekly basis, and payments will be effected within 30 days of receipt thereof. Standby fees per helicopter will be submitted after the lapse of every month, with payments effected within 30 days from receipt thereof.

The bid will be evaluated and adjudicated according to compliance to specifications, value for money, and capability to execute the contract, in addition to the PPPFA associated regulations.

The tenderer must be an accredited aerial support service provider who are fully registered with the South African Civil Aviation Authority (SACAA) as a licensed operator to perform G8 fire spotting, control and firefighting and G15 under sling and winching services. The aircraft operators certificate must be in the name of the tenderer.

The bid notice mentions that if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance. The purchaser may also consider termination of the contract.

The bid notice mentions Site or information meetings, if specified, are compulsory. Bids will not be accepted from bidders who have not attended compulsory site or information meetings. However, it does not specify if a site visit is compulsory for this particular tender.
