Bidder requirements include being a SARS-registered VAT vendor with a valid tax clearance certificate, a qualified team with specific experience and qualifications, a proposed methodology, a skills transfer plan, and professional indemnity insurance of at least R5 million. The bid evaluation criteria include functionality (40 points for experience, 30 points for financial viability) and price/preference points.
