The Msunduzi Municipality is inviting tenders for the appointment of a panel of security service providers for the provision of security services at various municipal sites, including VIP protection, for a period of three years. Tender documents are available from April 30, 2026, with a non-refundable deposit of R1,**** must be submitted in hard copy and soft copy format on a USB flash drive by 12:00 on Tuesday, June 2, 2026. The evaluation will be based on a two-stage system: functionality and a 90/10 point system for price and specific goals. A mandatory site inspection is required. Service providers must be registered with PSIRA and have the necessary experience. Public liability insurance of R10 million is required. Penalties will be levied for late delivery, failure to wear uniforms, and failure to provide mandatory equipment. Successful tenderers will be required to enter into a Service Level Agreement (SLA).
The bid must be placed in the tender box not later than 12h00 on Tuesday, 2 June 2026.
Payment will be made by the Chief Financial Officer (CFO) within thirty (30) days on receipt of a certificate of payment issued by the Engineer.
Tenderers meeting the mandatory requirements shall be evaluated on a two-stage evaluation system: Stage One: Functionality and Stage Two: 90/10 point system in accordance with the Msunduzi Municipality's Supply Chain Management Policy.
Only contractors who are registered with the Private Security Industry Regulatory Authority (PSIRA) and who have the necessary experience will be considered for appointment.
Penalties include R5,**** per calendar day for failure to implement the contract after the agreed date of commencement, **** per guard per shift for failure to wear proper uniforms, and R1,**** per guard per shift for failure to provide mandatory or necessary equipment.
A compulsory tender briefing meeting/site inspection is mentioned, and tenderers who meet the minimum threshold of stage one functionality will have an inspection of their premises.
If samples are required in terms of the specification, such samples shall be supplied by the contractor at his/her own cost.
Any service provider aggrieved by decisions or actions taken by the municipality must lodge within fourteen (14) calendar days from the day of receipt of a regret letter, a written objection or complaint to the Municipal Manager: Supply Chain Management.
