The bid documents need to be collected between 09:00 and 15:30 from 21st of April to the 30th of April 2026. The closing date for the tender submission is 22 May 2026 at 12:00.

The bid notice states that SMME subcontractors are to be paid within thirty 30 days of receipt of invoice. Payment to SMMEs may be delayed pending payment of the main contractor by the employer. No interim payment of the SMME invoice may be unfairly withheld or delayed for whatever reason.

The latent defect period is ten 10 years, commencing on the day after the date of certification of practical completion.

Acceptable tenders will be evaluated using a system that awards points on the basis of tender price and the meeting of specific goals. Tenders will be adjudicated in terms of inter alia: compliance with tender conditions and technical specifications.

Tenderers shall answer questions regarding their familiarity with construction regulations, their approach to compliance, and provide details of proposed key persons, competent in terms of the regulations. CIDB registration proof and a COID letter of good standing are also required.

The O. R. Tambo District Municipality will impose penalties if a preference has been obtained on a fraudulent basis or if specified goals are not attained. Penalties may include contract cancellation, financial penalties, or restriction from obtaining future business. Specific penalties apply for failure to meet proposed direct participation of targeted enterprises and SMME subcontractor employment goals.

The bid notice lists Failure to attend compulsory site inspections as an action or error that is unacceptable and warrants rejection of the tender.

The bid notice mentions that materials or work which does not conform to the approved samples submitted in terms of clause 7. 4. 1 **** will be rejected. The employers agent reserves the right to submit samples to tests.

The bid notice states that the limit of referring the matter to the employers agent by the contractor shall be twenty-one 21 days after the decision in question was given by the employers agents representative.
