All electronic bid submissions must be submitted using ***@***. *. * bid submissions will not be accepted for consideration by the SABC.

The SABC's standard payment terms are 60 days from the date of invoice.

If there are any defects arising from failure of goods to meet the specifications within the period specified in the contract, the bidder shall replace the defective items at his expense or shall refund the SABC such costs as the SABC may incur in replacing such defective item.

Responses will be evaluated using a predetermined set of evaluation criteria. The tender submission will be functionally evaluated out of 105 points, with a threshold of 85 points. Bidders not meeting the minimum threshold will be disqualified. The SABC does not bind itself to accept the lowest or any bid.

Mandatory requirements include proof of CIDB grading (a minimum of CIDB 4 GB grading) and proof of valid registration with the Engineering Council of South Africa for a professional civil or structural engineer or professional technologist.

If bidders purport to withdraw their bids within the period for which they have agreed that their bid shall remain open for acceptance, or fails to enter into a written contract when called upon to do so, or fails to accept an order in terms of the bid, the SABC may, without prejudice to any other legal remedy which it may have, recover from the defaulting bidders any additional expense it has incurred.

The closing time for clarification of queries is 3 three days before the deadline for bid proposal submission.

Noncompliance with mandatory requirements will result in disqualification. Failure to comply with the required technical specification will result in disqualification. Any proposal that does not conform fully to the instructions and requirements in this RFP will be disqualified.

The closing date for submission of quotes is 31 July 2026 at 12:00.

Warranties for materials and workmanship are required, to be obtained from the supplier/entity and addressed to the employer, detailing a specific period from practical completion and covering defects.

The bid evaluation is based on a three-stage process: pre-screening for compliance, technical assessment (minimum 70 points), and preferential procurement calculation (80/20).

Bidders must be established construction companies in South Africa, verified with CIDB (2GB or higher) and ECSA. They need to provide a company profile, proven track record with at least 3 reference letters for prior experience, and be registered on CSD.

A briefing session is scheduled at Oliewenhuis Art Museum, 16 Harrismith Street, Bloemfontein.

Non-compliance with compulsory requirements will lead to disqualification, except for tax matters which have a grace period. Failure to rectify tax matters within the grace period will result in automatic disqualification.

The anticipated commencement date for the contract is June 2026.

The conformity with EPWP requirements will together with contract price form the main criteria for the evaluation and adjudication of the tender.

Tenderers are required to submit details of their proposed conformance with EPWP requirements of employment, training and capacity building with their tenders.

Should the contractor remove or damage any tree marked to be preserved, a penalty of R200,00 per tree shall be payable.

The contractor shall furnish without delay such samples as may be called for by the engineer, who may reject all materials and workmanship not corresponding with the approved samples.

If the contractor fails to execute the works in accordance with the provisions of the contract the engineer may give notice in writing to the contractor to make good the failure, delay or default and should the contractor fail within seven 7 days to commence effective action to remedy the failure, delay or default then and in such case, the engineer shall without prejudice to any rights under the contract, and without invalidating the contract, be at liberty to take such work out of the contractors hands and contract with any person or persons to complete such work.
