The bid notice states that payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.

The bid notice states that the supplier warrants that the goods supplied under the contract are new, unused, of the most recent or current models, and that they incorporate all recent improvements in design and materials. This warranty shall remain valid for twelve 12 months after the goods have been delivered and accepted, or for eighteen 18 months after the date of shipment, whichever period concludes earlier, unless specified otherwise in SCC.

The bid notice indicates that points will be awarded for price and specific goals, with a maximum of 80 points for price and 20 points for specific goals, totaling 100 points. The specific goals include BBBEE status level for EMEs/QSEs owned by black people, youth, and women.

Bidders must attach proof of valid registration with Locksmith Association of South Africa (LASA) in Class A membership, valid PSIRA registration of the company and technicians, and provide at least two names of technicians under their employ with their PSIRA certificates. They must also attach proof of company experience in locksmith services within government departments, including signed reference letters for projects done within government.

The bid notice states that if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance. The purchaser may also consider termination of the contract.
