The evaluation is based on a three-stage process: mandatory requirements, functionality, and price and specific goals, using the 80/20 preference point system. Mandatory requirements include key personnel meeting minimum qualifications and experience, and submitting three reference letters for projects valued at R5,000,000 or more. Failure to complete mandatory requirements, such as submitting required documentation for specific goals, will result in forfeiture of points or rejection of the bid. failure on the part of a bidder to submit proof of documentation required in terms of thistender to claim for specific goals with the tender, will be interpreted to mean that preference points for specific goals are not claimed.
