Applicants can apply under two tiers: Tier 1 for those with prior NYS or comparable youth development program experience, and Tier 2 for those demonstrating organizational capability without prior NYS experience. A compulsory briefing session will be held on April 2, 2026. Proposals are due by April 17, 2026, at 11:00 AM. Bidders must submit original hard copies and soft copies on a flash drive. Tax compliance and CSD registration are mandatory. The tender validity period is 120 business days.

The fund will make an advance payment for operational costs and stipends for the first month. Subsequent payments will be made quarterly or monthly in arrears, based on performance and verification of expenditure. Payments will be disbursed into a designated ring-fenced bank account.
The tender will be evaluated in three stages: compliance/eligibility, functionality, and price and specific goals. Allocation of implementation opportunities will be determined based on evaluation outcomes, program requirements, geographic coverage, implementation risk, and funding availability.
Applicants must be legally registered entities (NGO/NPO/NPC), have audited annual financial statements for at least 2 years, be financially solvent, demonstrate capacity for financial and operating systems, have a verifiable track record of more than 2 years of technical experience, and demonstrate community engagement. Specific eligibility criteria related to the number of youth to be engaged are also outlined for Tier 1 and Tier 2 applicants.
