The Human Sciences Research Council (HSRC) in South Africa is seeking a service provider for a strategic migration from VMware to H3C CAS for a period of three years. The scope includes assessment, planning, H3C CAS deployment, migration, post-migration validation, knowledge transfer, documentation, and support. Bidders must demonstrate expertise in VMware and H3C CAS. The tender process is two-stage, with a mandatory Proof of Concept (POC). The bid closing date is June 19, 2026. Evaluation will be based on technical capability and price/preference points (80/20 system).
The project timeline culminates in a live production cutover to H3C CAS on 05 October 2026, with a minimum 4-week warranty period following golive.
Payment will be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.
The warranty period is twelve 12 months after the goods have been delivered and accepted, or eighteen 18 months after the date of shipment, whichever concludes earlier.
Responsive bids will be adjudicated on the 80/20 preference point system, with 80 points for price and 20 points for preference.
Bidders must meet prequalification criteria, including submitting required documents, and achieve a minimum of 64 points in the technical evaluation (Phase 1) and 20 points in the live demonstration (Phase 2).
If the supplier fails to deliver or perform services within specified periods, penalties may be deducted from the contract price.
The HSRC reserves the right to carry out site inspections, product evaluations or explanatory meetings in order to verify the nature and quality of the services offered by the bidders.
Misrepresentations in a tender may give rise to service termination and a claim by the HSRC against the bidder. Bidders may also be disqualified for collusive tendering, corruption, or fraud.
