Tender for the supply, delivery, installation, and commissioning of a water flow meter test bench facility. A compulsory briefing session is scheduled for 18 June 2026 at 11:00 at ARC Natural Resources Engineering, Pretoria. The closing date for submissions is 7 July 2026 at 11:00, to be submitted via the eTenders eSubmission portal. The facility is intended to verify irrigation water meters according to the National Water Act. Bidders must attend the compulsory site inspection. The project includes design, installation, commissioning, operator training, and documentation. A 24-month warranty is required. Evaluation will be based on administrative compliance, mandatory compliance, functionality (minimum 60 points), price, and preference points (80/20 system).
The successful bidder shall complete the project within three 3 months from the date of bid award, unless otherwise agreed in writing between the successful bidder and the ARC.
The successful bidder shall be paid upon submission of an invoice for each transaction of satisfactory work detailed in the scope. Payments shall be made promptly by the purchaser, but in no case later than thirty 30 days after submission of an invoice or claim by the supplier.
The successful bidder shall provide a comprehensive warranty for the water flow meter test bench facility and all associated components for a minimum period of two 2 years from the date of commissioning and handover.
The bid will be awarded to a bidder with the highest points on price and specific goals on condition that they have met all phases of the evaluation criteria and complied with the tender requirements set out in the tender document.
Bidders must be registered with CIDB under Mechanical Engineering ME Grade 4 or higher. Compulsory attendance of the site briefing/inspection is required. Bidders must submit two separate electronic documents for financial and functionality proposals. A valid COIDA certificate is also required.
Subject to GCC clause 25, if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services.
