Tender for the supply and installation of 0. 9mm reinforced polypropylene geomembrane at the Namakwa Bulk Water Supply Project. Bidders must have a CIDB grading of 2CE or higher. Submissions are due by 11:00 on June 18, 2026. Bid documents can be downloaded from the eTender portal. Technical enquiries can be directed to Quinton Jansen (***@***. *. *). Bids must be submitted to the bid box at the entrance of the Training Centre, Department of Water and Sanitation, Construction South, Clanwilliam Dam Site. Evaluation will be in four phases: mandatory requirements, administrative compliance, technical evaluation, and preference points system (80/20). No performance security is required. Payment will be made monthly within 30 days of invoice approval.
Deliveries may be made during working hours: 08h00 to 15h00, but not on Saturdays, Sundays, public holidays, between 11 December and 11 January, or the last Friday of every month, unless otherwise agreed before delivery.
Payment will be made monthly on receipt of specified approved tax invoices. Payment will be done within 30 days of receipt and approval of the original invoice by depositing the payment directly into the bank account of the successful bidder. No cash or cheque payment will be done.
The supplier warrants that the goods supplied are new, unused, of the most recent or current models, and incorporate all recent improvements. The warranty remains valid for twelve 12 months after delivery and acceptance, or eighteen 18 months after shipment, whichever is earlier.
Bids will be evaluated based on the 80/20 preference points system, with 80 points for price and 20 points for specific goals (women ownership, disability ownership, youth ownership, location of enterprise, and BBBEE status level).
Respondents must have a CIDB grading of 2CE or higher. Bidders must also be registered with the National Treasury's Central Supplier Database and be tax compliant with SARS.
If the bidder fails to supply the goods or render the service within the period stipulated in the contract, the department shall have the right to deduct a penalty as described in paragraph 22 of the National Treasury General Conditions of Contract.
Failure to submit mandatory documents, non-compliance with administrative or technical specifications, or providing false information in declarations may render the bid invalid or lead to disqualification.
