Credential Tenders

The tender closing date is 11:00 on Friday, 24 April 2026. The contract period is from the date of appointment until 30 June 2029.

The bid notice states that no upfront payments will be made. Payments to the service provider will only be effected upon submission of an approved invoice. Payments will be made within thirty (30) calendar days of receiving the relevant invoice statement.

Responsive tenders will be evaluated based on the 80/20 preference points system for tenders with a value equal to or above R30 000 and up to R50 million. Points are awarded for price (80 points) and specific goals (20 points), which include BBBEE status level of contributor and locality.

Bidders must be registered and accredited on the CWDM supplier database and the Central Supplier Database. They must also submit a technical proposal that scores a minimum of 27 points for functionality to qualify for further adjudication. Proof of tax compliance, BBBEE status, and locality are also required.

The bid notice mentions that if the supplier fails to deliver any or all of the goods or to perform the services within the periods specified in the contract, the purchaser shall, without prejudice to its other remedies under the contract, deduct from the contract price, as a penalty, a sum calculated on the delivered price of the delayed goods or unperformed services using the current prime interest rate calculated for each day of the delay until actual delivery or performance. The purchaser may also consider termination of the contract.

The tender document mentions Site or information meetings, if specified, are compulsory. However, it does not specify if a site visit is compulsory for this particular tender.

The tender document does not mention the submission of samples.

The bid document must be completed in all respects in nonerasable ink. Bids must be submitted on original bid documents. No tippex or correctional fluid must be used. Bid documents must be submitted in a sealed envelope marked RFQ: **** Provision for lab equipment training blue drop kit. Failure to submit your bid in a sealed envelope will render your bid nonresponsive.

This bid will be evaluated in three 3 phases: Phase One: Mandatory Requirements, Phase Two: Capability Requirements, Phase Three: Bidders passing all stages above will thereafter be evaluated on PPPFA and specific goals.

Bidders proposals must meet the following minimum requirements, and the required supporting documents must be submitted with the completed quotation document, nonerasable ink, no tippex or correctional fluid used in a sealed envelope in the bid box at the closing date and time. Failure to comply will automatically eliminate the bid for further consideration: Bids must be submitted in its original format and bids which are late or submitted by facsimile will not be accepted.
